Background

UNDP Viet Nam is seeking an International Technical Analyst on Climate Change and Energy Policy to provide coordination and facilitation support, and technical assistance to the government on climate change and energy policies and strategies to facilitate the implementation of JETP Resource Mobilization Plan.

Duties and Responsibilities

Under the supervision of the UNDP Head of Climate Change and Environment Unit and the overall direction of the focal point of the General WG, the International Technical Analyst on Climate Change and Energy Policy shall:

1. Facilitate the implementation of JETP in Viet Nam

   • Contribute to the development of workplans
   • Support updating of the JETP RMP
   • Provide technical analysis and guidance on priority actions
   • Support M&E framework development and implementation
   • Conduct policy reviews and analysis
   • Build capacity within the government
   • Support stakeholder coordination
   • Develop TORs and provide technical expertise
   • Support communication activities

2. Support development of TA concept notes, research, and proposals on Energy Transition

   • Lead/support development of new concept notes and project proposals
   • Provide technical inputs to studies and policy formulation
   • Support organization of events and workshops
   • Contribute to knowledge management and networks

Required Skills and Experience

• Advanced degree in relevant field or bachelor's with additional experience
• 2-4 years experience in Green Energy/Renewable Energy/Climate Change Mitigation
• Experience in strategy development and policy analysis
• Experience in project proposal development
• Knowledge of just energy transition in Vietnam is advantageous
• Fluency in English required
