This position is responsible for environmental efforts across the site with a focus on air compliance. The Air Environmental Specialist will interface with the appropriate HES, manufacturing, and regulatory agency resources to implement, resolve, or delegate environmental requirements.

This position is responsible for but not limited to the following:

  • Lead air permitting efforts for small to large projects.
  • Review upcoming projects for NSR applicability.
  • Work with regulatory agency, technical services, and operations staff to develop permit conditions.
  • Provide support to develop, execute, and maintain site compliance with permits and air regulatory requirements.
  • Manage and oversee emissions testing
  • Serve as refinery regulatory subject matter expert in the area of federal and state air compliance.
  • Provide back-up support for other environmental media (water, waste, remediation).
  • Lead and oversee emissions reporting as required by corporate and regulatory programs.
  • Serve as air advocacy team member (WSPA) and identify, summarize, and manage emerging air regulatory issues to review and comment on proposed rules and rule modifications, assuring timely implementation and maximum operational flexibility.
  • Develop and submit reports to state and federal agencies.
  • Track key compliance metrics and implement systems to improve performance.
  • Facilitante improvements to and help maintain site Environnemental Management System
  • Help to maintain a favorable image with communities, regulatory agencies and other companies through active involvement with the Department of Ecology, Northwest Clean Air Agency, EPA, and neighboring facilities.
  • Lead and participate in environmental compliance audits both in-house and at other plants with corporate environmental networks.
  • Develop and update environmental related requirements and procedures.

Qualifications/Competencies Required:

  • B.S. Degree in Environmental or Chemical Engineering, Environmental Sciences or equivalent.
  • 6 or more years of environmental air permitting experience with preference for experience with federal and Washington air regulations.
  • Excellent written and oral communication skills, organizational and planning skills, facilitation skills, computer skills
  • The ability to achieve results through interaction with others.

Desired:

  • Refining or chemical industry experience.
  • Environmental management experience is a plus.
